Posturing for Deterrence: A Comparative Analysis of Permanent Basing versus Rotational Deployments of Armored Forces in the European Theater

This article evaluates the strategic, fiscal, and operational efficacy of U.S. Army force posture within the European Command (EUCOM) Area of Responsibility (AOR). Specifically, it conducts a comparative analysis between the permanent forward stationing of an Armored Brigade Combat Team (ABCT) and the current rotational model executed under Operation Atlantic Resolve (OAR). By examining historical posture shifts since the Cold War, logistical transport constraints, the realities of contested logistics, and the sociological impacts on force readiness, this study argues that permanent forward basing offers superior strategic readiness, mitigates transit vulnerabilities, reduces long-term operational costs, and strengthens NATO interoperability. Ultimately, the article proposes a hybrid force posture framework to optimize conventional deterrence against peer adversaries.

Theoretical Framework: Deterrence by Punishment vs. Deterrence by Denial

In classical deterrence theory, conventional deterrence is achieved through either punishment or denial. Deterrence by punishment relies on the threat of retaliation; it concedes initial territory to the aggressor but promises to inflict unacceptable costs in return. Conversely, deterrence by denial requires convincing an adversary that an attack cannot succeed because the defending forces are positioned to immediately repel the aggression and prevent the seizure of territory.

As political scientist John Mearsheimer notes in Conventional Deterrence, an adversary contemplating rapid military action is highly sensitive to the immediate balance of forces at the point of contact. If the aggressor perceives that it can achieve a rapid, low-cost fait accompli before the defender can mobilize and deploy reinforcements, deterrence is highly likely to fail.i These effects of deterrence can be visibly seen in the most recent actions by the Russians in Eastern Europe, where their activities have not been deterred from their invasion of Ukraine, but are deterred by the NATO alliance, which now incorporates the Baltic states.

The Armored Brigade Combat Team remains the premier conventional land force capable of executing deterrence by denial against a peer adversary in the European theater. Its heavy armor, organic artillery, and integrated infantry possess the survivability and firepower necessary to hold ground against armored and mechanized threats.

Substituting this capability with lighter, rotational forces—or relying on a 45-day reinforcement pipeline from CONUS—signals to an adversary that NATO relies on deterrence by punishment. In the context of Eastern Europe, where Baltic nations lack strategic depth, a deterrence-by-punishment strategy is politically and militarily unacceptable, as it requires liberating allied territory after it has been occupied and subjected to adversary control. Permanent forward stationing of heavy armor is the most visible posture that credibly signals a commitment to deterrence by denial.

The Evolution of U.S. Force Posture in Europe

Since 1947 and the establishment of NATO, the United States has contributed to the defense of Europe and the deterrence of the Soviet Union. The REFORGER (REturn of FORces to GERmany) exercises that took place from 1969 through the 1980s mobilized up to 50,000 troops from the United States to integrate with our forward-based forces in Europe and with our NATO partners. With the end of the Cold War, the European geopolitical landscape has undergone profound structural shifts over the past three decades, fundamentally altering the force posture requirements of the United States military. Throughout the 1990s and into the early 2000s, the U.S. Army maintained two permanently stationed Heavy Armored Brigades in Germany, supported by a mature garrison infrastructure. This presence served as a tangible manifestation of the U.S. commitment to NATO’s collective defense under Article 5. However, the post-Cold War “peace dividend” and the operational demands of the Global War on Terror (GWOT) prompted a significant strategic pivot in 2007. The Department of Defense decided to relocate both European-based Armored Brigade Combat Teams (ABCTs), replacing them with a lighter, highly mobile Stryker Brigade Combat Team based in Vilseck, Germany. This decision was predicated on the assumption that a large-scale conventional conflict on the European continent was less likely and that a rapid deployment of U.S. armored forces from the Continental United States (CONUS) could compensate for a reduced forward footprint.

This posture of reduced heavy presence was abruptly challenged in 2014 by the Russian Federation’s unilateral annexation of Crimea and its subsequent hybrid invasion of the Donbas region of Ukraine. The return of state-on-state friction shattered the assumption of a peaceful Europe and highlighted a glaring gap in EUCOM’s conventional deterrence: the lack of immediate, organic heavy armor. The U.S. response materialized as OAR and the implementation of Regionally Aligned Forces (RAF). Under this paradigm, a US-based ABCT rotates into the theater on a nine-month cycle to utilize Army Prepositioned Stock (APS-2) equipment stored in Germany and Poland, or to deploy with their organic equipment from home station in the CONUS.

While OAR has demonstrated a commitment to NATO defense, the operational reality of maintaining up to 10,000 rotational personnel across temporary sites in Poland—resembling the austere conditions of Camp Buehring, Kuwait—raises critical questions about long-term sustainability. The establishment of U.S. Army Garrison Poland in 2023, with approximately 360 permanent party personnel, represents a step toward formalizing this presence. However, the rotational units themselves remain dispersed, operating from temporary shelters and tentage across approximately 12 installations. This article analyzes whether the rotational deployment model remains viable, or if the contemporary security environment demands a return to permanent forward basing to ensure credible conventional deterrence.ii

The Geopolitical Imperative: From Permissive to Contested Security

The structural assumptions that guided U.S. force posture decisions in 2007 have been directly challenged by Russian revisionism under Vladimir Putin’s leadership. The Russia-Georgia War in 2008 and the 2014 invasion of Ukraine were not isolated incidents but rather a precursor and testing ground for the February 2022 full-scale invasion of Ukraine, which reestablished large-scale, high-intensity attrition warfare as a persistent threat in Europe. Consequently, the European security environment can no longer be viewed as permissive.iii

Under the rotational model, the U.S. assumes it will have sufficient warning time and uncontested access to deploy forces from CONUS to NATO’s eastern flank. However, modern military doctrine must account for the reality that a conflict with a peer competitor will likely begin with little to no warning, characterized by rapid, multi-domain maneuvers designed to present NATO with a series of problems to which they must rapidly react, as the example in 2014 with the invasion of Crimea only took about four weeks to complete. In such a scenario, the time required to mobilize, transport, and integrate a CONUS-based ABCT represents a critical window of vulnerability that an adversary can exploit to achieve its political and military objectives before U.S. heavy forces can arrive in theater.

Fiscal and Infrastructure Analysis

Proponents of rotational forces often cite flexibility and reduced permanent footprints as key advantages, arguing that rotational deployments avoid the long-term political and financial commitments associated with permanent bases. However, empirical comparative cost analyses indicate that permanent forward stationing is more cost-effective over extended operational horizons. According to data compiled by the Atlantic Council, the annual cost to sustain a rotational ABCT in Europe is approximately $1.14 billion, compared with $1.07 billion for permanent forward stationing. This represents an annual delta of approximately $70 million.iv

This financial discrepancy is driven by the structural contrasts between rotational and permanent footprints. The rotational model from Atlantic Resolve involves deploying the force across 12 installations in Poland, using temporary shelters and tentage, and offering unaccompanied tours that provide no long-term community or support systems. Permanent forward stationing relies on concentrated, mature garrison footprints that leverage established depots and sustainment-level maintenance facilities, as well as on theater distribution of supplies and materiel.

In addition, the human and community infrastructure of permanent basing, which includes DoDEA (Dept. of Defense Education Activity) schools, comprehensive medical care, including Level II trauma medical facilities at Landstuhl Regional Medical Center, and family housing, stands in contrast to the austere, isolated environments of rotational deployments. There are direct effects on how quickly military equipment degrades and becomes maintenance-intensive over time. Rotational units subject prepositioned stocks to accelerated wear and tear due to the constant cycle of drawing, operating, and returning the equipment, whereas permanently based units manage standard lifecycle wear through established command maintenance programs. The additional benefit is that the forward-garrisoned units are more familiar with the organic equipment they have consistently maintained, rather than drawing from pre-positioned stocks.

The Logistical Bottleneck: Strategic Lift and the Tyranny of Distance

The United States’ geographic separation from the European continent is a double- edged sword. While it provides a barrier separating the American populace from the front lines, it also introduces a severe “tyranny of distance” that complicates rapid reinforcement during a crisis. A CONUS-based ABCT requires an extensive Reception, Staging, Onward Movement, and Integration (RSOI) timeline that is heavily dependent on constrained strategic lift assets. Under optimal peacetime conditions, this deployment pipeline requires a minimum of 45 days, divided into four distinct phases, each highly vulnerable.v

The first phase is the domestic fort-to-port movement, which requires approximately 14 days to transport heavy equipment from home stations to CONUS seaports via rail, a process frequently bottlenecked by domestic line-haul capacity and railcar shortages. The second phase involves three days of port staging and embarkation, during which the heavy armor is loaded onto Roll-on/Roll-off (RoRo) vessels, a timeline constrained by vessel availability and specialized civilian stevedores. The third phase is the transatlantic sealift, requiring 14 days of ocean transit. This transit remains highly vulnerable to maritime interdiction, mining, and submarine threats along Sea Lines of Communication (SLOCs). The fourth and final phase is the 14-day theater RSOI and onward transit, during which civilian stevedores and troops must offload, draw any necessary prepositioned stocks, and move to the front. This phase is chronically stymied by infrastructure friction, such as European line-haul availability, rail-gauge variance, military load-classification limits on local bridges, and host-nation support.vi

The physical limitations of the strategic lift fleet present a critical single point of failure within this 45-day pipeline. The U.S. Navy maintains only nine active Large, Medium-Speed Roll-on/Roll-off (LMSR) vessels, the last of which was constructed in 2002. These vessels are disproportionately prioritized for the Indo-Pacific Command (INDOPACOM) AOR to counter threats across Asia and the vast expanse of the Pacific and Indian Oceans. The remaining strategic sealift relies on a limited number of contracted commercial assets, such as the three vessels operated by the American Roll-on/Roll-off Carrier (ARC). Transporting a single ABCT requires two to three of these specialized vessels, meaning that any loss or delay of a single ship significantly degrades the combat power of the arriving brigade.

Airlift capabilities are similarly constrained. The U.S. Air Force operates 222 C-17 Globemaster III aircraft, but extensive use during the GWOT has degraded fleet readiness. With a current operational readiness (OR) rate of approximately 75%, only 166 aircraft are available globally, and these must be rationed across all combatant commands and the Global Response Force (GRF). In addition, the C-17 ceased production in 2015, further complicating its service life, maintenance requirements, and replacement aircraft.

While the 2017 deployment of the 3rd BCT, 4th Infantry Division, and 21st Theater Sustainment Command (TSC) successfully accelerated the RSOI timeline, the operation required 9 months of deliberate peacetime planning. In a non-permissive, crisis-response scenario, the U.S. cannot assume such permissive planning windows. During the 2017 deployment, units encountered significant friction regarding European labor laws, rail movement staging, outsized equipment clearances, and diplomatic transport clearances across international borders. These administrative and logistical friction points, which are easily managed during peacetime exercises, could become bottlenecks that delay the US response during a rapidly escalating conflict.vii

The Contested Logistics Domain and Multi-Domain Threats

Joint doctrine must account for the shift from permissive transport environments to the “contested logistics” paradigm. As defined in U.S. Army Field Manual 4-0, Sustainment, a contested logistics environment involves an adversary that actively presents multi-domain challenges and directly targets logistics operations, facilities, and transit activities both globally and within the homeland. Adversary interdiction strategies do not require matching U.S. forces in direct, kinetic armored engagements; instead, they can exploit critical vulnerabilities along SLOCs and Ground Lines of Communication (GLOCs) using asymmetric means.viii

In a conflict with a near-peer adversary like Russia, these disruptions would be scaled and weaponized across all domains. Within the space and cyber domains, adversaries will target U.S. Transportation Command (TRANSCOM) logistics databases, rail scheduling software, and commercial port operating systems with ransomware and destructive cyber-attacks. In the maritime domain, transatlantic SLOCs will be threatened by advanced attack submarines, long range air interdiction, and sea mines, forcing convoys to take longer, circuitous routes that delay arrival timelines. Compounding this traditional naval threat is the rapid proliferation of explosive-laden Unmanned Surface Vessels (USVs), or sea drones. As demonstrated by recent combat operations in the Black Sea and the Persian Gulf, asymmetric sea drone swarms can effectively deny traditional naval fleets freedom of maneuver. Highly concentrated, slow-moving RO/RO (Roll-On/Roll-Off) logistics vessels would be acutely vulnerable to these low-cost, high-impact strikes as they navigate littoral choke points or idle at European Sea Ports of Debarkation (SPODs).ix

Furthermore, the air and missile defense of these logistical hubs presents a monumental challenge. European SPODs, such as Bremerhaven, Antwerp, and Rotterdam, are highly concentrated targets that can be struck by ballistic and hypersonic missiles, long-range precision-guided munitions, cruise missiles, and direct action by commando and sabotage units, rendering them unusable and forcing the diversion of heavy shipping. This kinetic threat is severely exacerbated by the mass employment of medium- to long-range One-Way Attack Unmanned Aerial Vehicles (OWA UAVs). Swarms of these loitering munitions can cheaply saturate local air defenses, persistently targeting Seaports, GLOCs, railheads, and Initial Staging Bases (ISBs), systematically dismantling the onward movement phase of the RSOI pipeline before armor ever reaches the tactical assembly areas. Finally, within the electromagnetic spectrum, GPS spoofing and electronic warfare operations, which already routinely disrupt air and sea transport in the Baltic region, would profoundly degrade the precision navigation of transport aircraft, ships, and line haul operations.x

By relying on a 45+ day reinforcement pipeline from CONUS, the rotational model exposes critical, limited assets to interdiction in transit. Permanent forward stationing mitigates this vulnerability by placing combat-ready forces beyond these geographic and operational chokepoints prior to the onset of hostilities, ensuring that heavy armored forces are immediately available to defend the alliance.

Human Factors, Force Readiness, and Interoperability

Military effectiveness is highly dependent on institutional memory, cohesion, and partner-nation integration. Under the current rotational model, U.S. units often undergo a compressed, high-intensity training cycle at the National Training Center (NTC) in Fort Irwin, California, prior to their nine-month deployment. This sequence imposes a severe operational tempo (OPTEMPO) on the force, resulting in extended family separation, troop burnout, and accelerated equipment wear before the unit even arrives in theater.xi

During the transit and RSOI phases, the unit’s collective combat readiness drops precipitously as equipment is packed, shipped, and reassembled. This cycle must be repeated every nine months, meaning the theater is periodically occupied by units that are either just arriving and unfamiliar with the terrain, or preparing to depart and focused on redeployment operations.

Furthermore, the rotational model is less effective than permanent basing for interoperability with partner nations. Typical command tours for brigade, battalion, and company commanders last approximately two years, and a full European tour is three years. A nine-month rotational unit departs the theater just as its leadership has established operational trust and rapport with local NATO allies, requiring host nations to constantly adapt to new leadership styles and operating procedures.

Additionally, rotational units lack the deep geographic and environmental familiarity that comes from multi-year assignments. They must learn local terrain, road networks, and regional defense plans from scratch, only to rotate out as soon as they achieve proficiency.

Permanently based units, by contrast, can maintain combat readiness on a far more sustainable timeline. They train locally at the Joint Multinational Readiness Center (JMRC) in Hohenfels and Grafenwohr, Germany, or forward-deployed sites in Romania and Poland, keeping their families close. This proximity reduces the sociological strain on the forces, such as high divorce rates and decreased retention—while allowing for continuous, multi-year integration with host-nation forces.

A Posture of Balance: The Hybrid Force Model

While the arguments for permanent basing are robust, OAR rotations possess inherent operational value. Rotational deployments force the joint logistics enterprise to exercise strategic lift assets, test the readiness of prepositioned stock (APS-2), identify infrastructural bottlenecks, and stress-test CONUS and European seaport, rail, and road networks.

To preserve these benefits while minimizing strategic risk, the United States should adopt a hybrid force posture framework. This model integrates a permanent component with a rotational component to leverage the strengths of both approaches.

The permanent component would consist of a permanently stationed Armored Brigade Combat Team based in Europe (such as Poland or Germany), backed by fixed command-and-control nodes, robust sustainment infrastructure, and dedicated maintenance depots. This permanent footprint provides the immediate combat-ready armor required to enforce deterrence by denial at the outset of any crisis as well as receive follow-on forces and provide the sustainment required for a continuous high-intensity fight.

The rotational component would supplement this heavy baseline by rotating division headquarters, combat aviation brigades, specialized long-range rocket artillery (such as MLRS/HIMARS), air defense artillery, and logistical sustainment units. This division of labor ensures that while the core, survivable armored capability is already in place beyond major geographic choke points, the broader joint force continues to routinely flex its strategic lift pipelines, test the reception capacity of European ports, and identify critical infrastructure gaps.

Conclusion and Global Strategic Implications

The post-2014 security environment demonstrates that conventional presence is a critical variable in regional stability. The robust presence of allied forces in the Baltic states, reinforced by a coordinated diplomatic effort, signaled a credible defense and deterred Russian expansion. Conversely, the absence of a credible conventional shield in Ukraine left a security vacuum that invited revisionist aggression.

As the United States balances global commitments—particularly under the watchful eye of competitors in the Indo-Pacific—the lessons of European land warfare must not be ignored. China is closely monitoring the Western response to aggression in Europe to assess the credibility of U.S. security guarantees. If the U.S. and its NATO allies fail to maintain a credible, forward-deployed conventional defense in Europe, it could embolden revisionist powers in other theaters, increasing the risk of global instability.

Permanent forward stationing of heavy armor in Europe is not merely a regional requirement; it is a global strategic necessity. By establishing a permanent, combat-ready ABCT past critical transit choke points, the United States can deliver a credible, fiscally sustainable, and operationally resilient deterrent that secures NATO’s eastern flank and signals American resolve to adversaries worldwide. Peace through strength requires that the iron shield of American armor not be kept in garrison thousands of miles away, but rather be positioned on the front line, ready to defend the alliance.
