Public Safety Information Employee Reference Guide

Staying Safe on Campus: A Guide for Families, developed by Clery Center, helps parents and families understand campus safety, common concerns, available support resources, and federal laws that help protect college students. The guide encourages families to stay informed while supporting students as they develop independence during college.

The guide includes information about:

• Ways families can stay informed, including reading annual security reports, signing up for emergency notifications, and discussing safety concerns with students.
• Common campus safety concerns, including harassment, discrimination, hazing, mental health, substance use, dating violence, sexual assault, stalking, and property crime.
• How to locate and interpret institutional crime statistics and annual security reports.
• Practical safety recommendations involving emergency preparedness, transportation, personal belongings, and campus safety services.
• Questions families can ask colleges about emergency communication, residence hall security, reporting procedures, and student support.
• Common campus support offices and considerations involving reporting and confidentiality.
• Federal laws related to campus safety and student rights, including the Clery Act, Title IX, FERPA, and the Drug-Free Schools and Communities Act.

Staying Safe on Campus: A Guide for Families

For Students and Employees

Norwich Public Safety offers shuttles and escorts 24 hours a day on campus for students and employees, whether you need assistance because of a medical condition or you do not feel safe walking across campus alone. These shuttles are conducted by selected students and Public Safety Officers. If you are in need of a ride or are concerned for your safety walking alone, please call us, and we'll get you there safely.

Campus Security Authority Reporting Form

What are Timely Warnings? In compliance with the “Timely Warning” provisions of the federal Jeanne Clery Disclosure of Campus Security Policy and Crime Statistics Act of 1998, Norwich University issues timely warnings to the entire campus community when there is information that a Clery Act Crime has occurred on or near the University that is considered by the institution to represent a serious or continuing threat to campus safety.

The Chief of Public Safety or designee, in consultation with University senior leadership, makes the decision whether to issue a timely warning on a case-by-case basis in light of all the facts surrounding the incident. Timely warnings are issued as soon as possible after the Department of Public Safety is notified; however, the release of the warning is subject to the availability of accurate facts concerning the incident.

Criteria to be evaluated may include:

• The nature of the crime

• The continuing danger to the campus community
• The possible risk of compromising law enforcement efforts

Timely warnings include information that promote safety and would aid in the prevention of similar crimes, including, but not limited to:

• Brief description of the crime(s) that occurred

• Date and time when the crime(s) occurred
• Location of the crime(s)

• Possible connections between incidents (if applicable)
• Description of suspect(s) and/or any available information to aid in the apprehension of the offender(s) (if applicable)

• Recommended actions
• Precautions for the campus community to protect itself

• Description of crime reporting options at the University

Timely warnings are issued to the University community through one or more electronic communications, including, but not limited to: my.norwich.edu, university e-mail with the assistance of the Director of Communications or designee, the Department of Public Safety’s webpage, and/or social media outlets.

Every effort is made to prevent identifying victims of crime.
