Norwich University President, Dr. Mark Anarumo updates the campus community on student arrivals and the indoor mask policy designed to set the stage for a full student experience and a healthy and safe learning environment.
Effective immediately, masks are required while indoors in all Norwich University facilities. This includes all classrooms and other instructional spaces. The only exception to wearing a mask indoors is while in an individual dorm room with roommate(s).
At this time, masks are not required while outdoors, but can be mandated by any coach, commandant staff, student affairs staff, or other staff member or faculty supervising the activity based on individual risk assessment.
This requirement is due to the increased prevalence of COVID-19 in several parts of Vermont, including among the vaccinated, and in some geographic areas from which our students are traveling. As we test students during reception we will gain a clearer picture of the status of our campus, and will adjust all policies accordingly. We are fortunate to have a very high vaccination rate on campus but must be hyper-vigilant to ensure the safety of all, including those who are vaccinated but experiencing “breakthrough” cases. We all desire a full experience on campus; data-driven decisions will help ensure this is possible.
We remain committed to in-person academic instruction, a full Rook experience, Corps training, student activities, club activities, a full athletics schedule, and everything else our students deserve. To preserve the full range of experiences we must continue to ensure the health and safety of our students, faculty, staff, and community members. Thank you for your support in keeping our campus fully operational and all activities possible.
We will review our operating status daily and post policy changes in full consultation with our medical experts and mental health professional staff.

We are eagerly awaiting your return and looking forward to your arrival in the days and weeks ahead. As a reminder, all students enrolled at Norwich in the fall must be fully vaccinated, or have an approved medical or religious exemption. Proof of vaccination, or your religious or medical exemption request, was due August 1. We are grateful that so many members of the Norwich community are doing their part to protect the health and safety of our campus and surrounding community, which in turn allows us to provide the full campus experience you deserve.
With our vaccination requirement in place for all faculty, staff, and students, we will have a highly vaccinated campus community at the start of the fall semester.
A small number of students have not yet provided their proof of vaccination, medical or religious exemption, or request to vaccinate upon arrival; we are contacting these students via email, text, and personal phone call to facilitate their return to campus. Please note that any student who arrives without proof of vaccination, or without a medical or religious exemption, will be permitted to request the vaccination upon arrival and will be afforded the opportunity to request a medical or religious exemption; however, the student will NOT be allowed on campus, to live in the residence halls, or to attend in person classes until they agree to vaccination, or have their medical or religious exemption approved.
Vermont Gov. Phil Scott has announced the lifting of all state COVID-19 restrictions and the end of Vermont’s state of emergency under which masks, gathering limits, and other restrictions were issued. In response, Norwich University will return to normal pre-COVID operations.
Effective immediately, all Norwich University mask, event limitations and other COVID-related requirements are lifted. Visitors are again welcome to campus without COVID-related restrictions. As always, everyone is advised to continue to do their part to ensure a safe, healthy, and supportive campus environment. Unvaccinated people are encouraged to wear a mask.
Norwich University looks forward to welcoming new and returning students and the resumption of full campus operations in the fall semester. Students, faculty and staff are still required to be vaccinated before returning to campus, unless granted an exemption for medical or religious reasons.
