Previously Used at a Different Institution

If you have received benefits while attending a previous institution, submit a “Request for Change Program of Place Training” (VA 22-1995) to the SCO. The form is available online (PDF - 870kb).

Initial Certification

When the VA review is complete the student will receive an envelope with two duplicate letters in it. This is the student’s Certificate of Eligibility (COE). Please carefully read and maintain a copy of your Certificate of Eligibility to know what educational benefits you are eligible to receive. The other copy should be provided to the School Certifying Official (SCO) to initiate the certification process. Recertification

After your initial certification, you need to complete the VA Certification Request Form (PDF - 655kb) each semester. This form allows you to notify the SCO that you do or do not want to use your VA Educational Benefits that semester or that they are exhausted. Because the number of months you can use benefits can be limited, you are not automatically re-certified, you must let the SCO know you wish to use your benefits. If you do not complete the form you will not be certified.
