Youth Leadership Conference - Virtual (YLC-V) is a nationally recognized, Military Order of the World Wars-sponsored program for high school students seeking to improve leadership skills and learn about the U.S. government and civic responsibility. The conference, which takes place on selected weekends during the winter months, encompasses hands-on participation in activities based on the U.S. Constitution, personal finance, the free enterprise system, the U.S. Supreme Court, effective communications, and leadership.

MOWW annually selects winners of the national YLC-V essay competition from among the top graduates of each YLC-V, presenting the Phoenician Award and cash prizes to the national winner, first runner up and second runner up.
